UNC Environmental Finance Center Releases Report on Customer Assistance Program

The Environmental Finance Center (EFC) at the University of North Carolina-Chapel Hill (UNC) recently released a report on customer assistance programs.  The report summarizes the legal barriers and institution hurdles that many water and wastewater systems face across all 50 states, as well as Puerto Rico and the District of Columbia.
An interactive map on the project’s website leads to a state-level summary of the legal foundation as well as the rate-making authorities within each state.  The report also includes 9 utility-level case studies to illustrate some of the findings and conclusions from the legal review.
