ASDWA Develops White Paper on Lead Service Line Inventories

ASDWA has developed a new white paper on lead service line (LSL) inventories that outlines different state approaches for conducting a survey of LSLs and includes recommendations for voluntary and mandatory surveys. State water programs, public water systems, and other stakeholders are particularly interested in LSL inventories in light of EPA’s impending long-term revisions to the Lead and Copper Rule as well as the requirement to include a count of public and private LSLs in the next round of the Drinking Water Infrastructure Needs Survey.  The white paper is based on the experience of the states that have already conducted or are preparing a comprehensive inventory of service line materials. The paper discusses a range of issues for states to consider in building their LSL inventory program, including mandatory vs voluntary reporting, data elements, utilizing existing report mechanisms, reporting frequency, and public access to data.
