House Democrats Plan $1.5 Trillion Infrastructure Package

House Democrats unveiled plans for a $1.5 trillion broad infrastructure package, building off of the highway bill introduced by Rep. Peter DeFazio. Congressional staff is still working on bill language to cover everything from roads to education, housing, clean water, broadband and more, but House Energy and Commerce Chair Frank Pallone has indicated the infrastructure bill, titled the Moving Forward Act, would include $25 billion for drinking water. Per a fact sheet on HR 2 Moving Forward Act, this is expected to be through increased investment in the Drinking Water State Revolving Fund and other programs.

House leadership has indicated they expect the House to pass the measure before the July 4th recess. It’s unclear how the investments will be paid for and what support the bill will find in the Senate, as Republicans have been particularly critical of the green measures to address climate change impacts.
