President’s FY26 Budget Request Appendix Released

On Friday, May 30, the Office of Management and Budget released the appendix for the President’s FY26 Budget Request. Also released was a FY 26 EPA Budget in Brief, which includes information on cuts to EPA programs and funding. Highlights include:

  • Clean Water State Revolving Loan Fund (CWSRF): cut by $1.5 billion down to $155 million
  • Drinking Water State Revolving Loan Fund (DWSRF): cut by $976 million down to $150 million
  • Public Water System Supervision Grant Program (PWSS): cut by $115 million down to $0
  • $10 million for a competitive Water Sector Cybersecurity Grant Program to help drinking water and wastewater systems establish and build the necessary cybersecurity infrastructure and improvements to address rising threats.

The proposed cuts are intended to empower and encourage state drinking water programs to innovate and improve the efficiency of their programs. In reality, cuts to the DWSRF or a loss of funding from the PWSS would be devastating to state drinking water programs and their ability to ensure compliance with the Safe Drinking Water Act.
