EPA Announces FY 2025 State Funding and WaterTA Assistance to help Small and Disadvantaged Water Systems with PFAS and Emerging Contaminants

On June 17, EPA announced the FY 2025 allotments for the Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) grant program for states and territories to help small and disadvantaged communities address PFAS and ECs in their drinking water. This FY 2025 appropriation provides $945,700,000 in available grant funding for states and territories from the Infrastructure Investment and Jobs Act (IIJA). Eligible projects include constructing and upgrading treatment facilities, technical assistance and training, testing (including testing for households), consolidation, developing and updating source water protection plans, and implementing source water protection measures to address PFAS and ECs. States and territories will be able to apply for the funding later this year.

EPA also has free Tackling Emerging Contaminants (TEC) Water Technical Assistance (WaterTA) services available to support small or disadvantaged community access to IIJA funding, diagnostic water quality sampling and analysis, source water assessment, preliminary treatment design and evaluations, and identifying solutions to address emerging contaminant and PFAS contamination. TEC is aimed at furthering EC-SDC grant program efforts by delivering direct, community centered technical assistance to address PFAS and ECs, and will develop fact sheets, case studies, webinars, and other resources. States are encouraged to reach out to their EPA Region for assistance.
