ASDWA Submits Testimony to Senate Appropriations Subcommittee for FY26

In early June, ASDWA submitted its testimony to the Senate Appropriations Subcommittee on the Interior, Environment, and Related Agencies for Fiscal Year 2026. ASDWA’s testimony requested:

  • Increasing funding for all environmental programmatic grants, with an immediate increase of $85 million for the Public Water System Supervision (PWSS) Program to a total of $200.9 million, noting that a larger funding gap was identified in ASDWA’s 2020 Resource Needs Report;
  • All Congressionally Directed Spending should be funded without cuts to the State Revolving Loan Fund capitalization grants, as these grant reductions are negatively impacting state and territorial drinking water programs; and
  • Funding both the Drinking Water and Clean Water State Revolving Loan Funds to the full authorizations of $3 billion each.
