Biden Signs $1.9 Trillion COVID Relief Bill

This afternoon, President Biden signed the American Rescue Plan Act of 2021, a nearly $1.9 trillion Coronavirus aid package into law. The House passed the measure (HR 1319) on a 220-211 vote on Wednesday, after the Senate cleared it Saturday on a 50-49 vote. The bill includes funding for the low-income water assistance program, which directs $500 million to the Department of Health and Human Services to provide financial assistance to low-income consumers and other consumers adversely affected financially by COVID-19 to assist with payments for drinking water and wastewater expenses.

The measure also includes state and local fiscal recovery funds of $219.8 billion for payments to states, territories, and tribal governments to mitigate the fiscal effects from the pandemic.
